Enrollment in the Blue Valley School District is open to nonresident students at schools with space availability per Kansas House Bill 2567 which requires school districts to allow nonresidents to enroll and attend if there are open seats in the district. The district determines space availability by reviewing current and projected enrollment, as well as classroom enrollment projections annually. Blue Valley publishes schools with enrollment availability on or before June 1. Applications open on January 1 and close June 15.

NONRESIDENT TRANSFER REQUEST TIMELINE

Nonresident transfer requests for the next school year are subject to the following timeline:

• January 1–June 15: Application for nonresident students available

• May 1: Board of Education receives open seat recommendations

• June 1: Number of open seats published

• July 1-15: Review and approval of nonresident student applications

• July 30: Nonresident applicants receive application status update

If approved, the nonresident transfer student typically begins school on the first day of the upcoming school year.

DETERMINING CAPACITY FOR NONRESIDENT ENROLLMENT 

The district determines space availability by reviewing current and projected enrollment. Considerations when determining enrollment include:

• Present classroom student-teacher ratios.

• Projected enrollment shifts based on the resident and nonresident student population, which may include a percentage adjustment for anticipated growth or decline based on documented enrollment trends.

• Anticipated demand for particular courses or programming impacting staffing needs.

• Maximum capacity of the classroom and associated learning, activity, and common area spaces.

Additional Qualifications for Enrollment of Nonresident Students:

• A 9-12 school with a current and projected enrollment which indicates the capacity is below 75% may qualify as a school open to nonresident transfers.

• A K-8 school with a current and projected enrollment which indicates the capacity is below 75% coupled with classroom enrollment which indicates the capacity is below 75% may qualify as a school open to transfers.

NONRESIDENT TRANSFER CONSIDERATIONS

Priority consideration will be given to nonresident transfer applications which meet the following criteria:

• Any sibling of a nonresident student who was accepted to enroll and attend Blue Valley schools
• Any student who is a military student
• Any child who is in the custody of the Department for Children and Families and who is living in the home of a nonresident student who transfers to the district
• Any student who has a parent, or person acting as a parent, employed by the district
• Any student residing outside of the district who attended school in the district the prior school year
• Any student who is experiencing homelessness
  
  

A student who meets one or more of the following criteria will automatically be deemed not in good standing and may be denied enrollment or continued enrollment:

•  
• Nonresident student failed to maintain a 90% attendance rate during the prior school year
• The parent, or person acting as a parent, provided false information
• Nonresident student is currently under a period of suspension or expulsion
• Nonresident student has had three or more out of school suspensions in current school year
• Nonresident student has a long-term suspension/expulsion in current school year
